With reference to my letter of 5th October, 1914, concerning the alterations proposed to the Naval Ordnance Depot,
Arsenal Yard, by the Colonial Government in connection with the Reclamation on the East Praya.

The matter has been referred to the Admiralty and I am instructed to inform Your Excellency that their Lordships are prepared to agree to the exchange of property shown on the plan (No. 5197/1911) that accompanied your letter of 5th March, 1914, on the conditions contained in the correspond -ence that has already taken place, provided that the Colonial Goverment will bear the cost of filling in the camber behind the new wall to be constructed, and removing the existing old Timber Pier, and also will give the Admiralty first refusal of the reclamation plots marked "I" on the accompanying plan, with water frontages and roads thereto.

On receipt of your concurrence with the above there will be no objection to the work of preparation of the necessary scheme of works, etc., involved by the exchange of property being proceeded with.
It is essential that the new accommodation for the Naval Ordnance Depot, Arsenal Yard, be provided before the existing accommodation is demolished under the requirements of the reclamation scheme.
